A useful locating report does more than show marks on a page. It helps the next person understand what was investigated, what the evidence indicates and how the information should be used.
The right output depends on the project. A straightforward pre-excavation locate may need field markings and photographs. A design investigation may require surveyed utility information, plans, CAD data, models or a written report. The key is to agree the required decision and deliverable before the field work begins.
A report should be designed around its user. A site supervisor planning an excavation needs different information from an engineer coordinating a design or a survey team building a utility model.

The report should identify the project, site, investigation area, client, relevant dates and the agreed purpose of the work. This basic context prevents the information being separated from the decision it was collected to support.
The reader should be able to see what On Point was asked to investigate and what sat outside the scope. That may include the services of concern, defined work area, planned activity, available records and required outputs.
A clear scope also shows whether the work covered a targeted locate, a GPR survey, selected potholes, survey and mapping, or a broader subsurface utility investigation.
The report should name the methods used and explain their role in plain English. For example, EM locating may trace a conductive service, GPR may investigate subsurface responses and non-destructive excavation may physically expose a selected point.
Listing equipment without explaining the purpose is less useful. The project team needs to know how each method contributed to the conclusion.
The findings should show what the investigation identified within the agreed area. Depending on the scope, that may include likely service alignments, field markings, observed connection points, interpreted GPR responses, exposed services, measurements, photographs and survey information.
The wording should distinguish between an interpreted position and a physically observed point. That difference matters when the information moves into design or construction.
If the project needs durable records, the deliverable should state the drawing, survey or data format. Confirm coordinate systems, levels, CAD requirements, model formats, naming conventions and the required level of detail before field work starts.

Some Australian projects use AS 5488 terminology to describe the classification and confidence of subsurface utility information. Where the standard applies, the agreed scope and report should state the relevant classification and the evidence that supports it.
Field markings, interpreted positions, surveyed information and physically exposed points should not be treated as interchangeable. The project team should agree the required classification before work begins, and the final report should use the terminology consistently.
Where appropriate, the report can identify the practical next action: further locating, another GPR pass, selected potholing, survey, mapping or coordination with the design team. The recommendation should connect directly to the unresolved project question.
Paint and flags are useful on site, but they can fade, move or become separated from the person who watched the work. A photograph or drawing creates a more durable record, while surveyed information can support a different level of project use.
The project should not assume every locate includes every deliverable. Agree what is required and who will use it before the team attends.
On a live project, the value of the report often becomes clear after the locating crew has left. A designer may need a CAD file, a supervisor may need marked-up photographs, and a contractor may need to know which crossings were physically proved.
